Conference V: In a small bomb shelter, in the basement of a municipal office building in Nablus, the members of the Palestinian leadership meet to prepare a list of demands and concessions for the forthcoming peace conference. Leader of Palestinian Authority, Chief Palestinian Negotiator, Palestinian Ambassador to Arab World and Palestinian Christian leader are present.

Conference V in Nablus - Members of the Fatah and Palestinian Opposition party present:
The Palestinian list of demands includes full autonomy of the West Bank and Gaza and an end to the military occupation in the West Bank. We want East Jerusalem as our capital and the right of return for refugees. The borders need to be restored to the 1967 outlines, and Jewish settlements need to be removed from Palestinian land. We are willing to work with the Israelis to renounce violence on both sides, and any security forces that we would require would be only to maintain the peace between Palestine and Israel. We recognize the need to control terrorism, but the changes that would come from the settlement of a Palestinian state would largely alleviate the people's desperation that is leading to all of the terrorist acts committed. Palestine would require aid in order to build up its infrastructure, and we would look to global leaders as well as other Arab states to secure that aid. We also ask that both global leaders and Arab states hold Israel accountable to any deals that it makes and any treaties that it may sign. The lack of accountability has been a huge impediment to the peace process. We would also suggest bilateral treaties between all Arab states and Israel to ensure non-aggression on both sides. We understand Israel's concerns with it's own security and wish to respect that. We would also be willing to explore the option of weapons inspections in Palestine in exchange for continued aid.
